So, I am unable to share files, or even ping some hosts, on my local network. I have originally thought it was a Win10 issue, but now I am not sure. The information was helpful. I changed my network configuration and did what the article said. That, along with the changes I made in Norton seemed to have alleviated the problem.
The whole thing was pretty painful, as there are a lot of moving parts. I've got almost 50 years in the computer industry, and if I found it difficult I don't see how a layman would ever be able to get it working. Glad you have a solution as well. Not running as administrator is the way to go, but I do so many tasks so frequently that require admin rights, that it becomes very tedious to log off and on again.
As for me, right clicking and disabling long enough to poke a hole in the firewall each session is not that much trouble. I don't need access to the other computer everytime I boot up one of the laptops.
I was just wondering if anyone else had dealt with the same problem and found a software solution that I may have missed. Despite the ability to enter IP addresses on "trusted" lists, most firewalls worth their salt are not very friendly to other computers when it comes to incoming traffic.

I have run the home networking wizard. When I try to add the individual IP addresses assigned to my laptops by the router, it says they are already included in the range.
