When I was in the first scenario where Excel opened up with no file present I tried to click the Open link, as you suggested above, but nothing happened.
I found Microsoft, in their infinite wisdom, now block CSV files that are imported from an external source into my computer, so Excel will not open them. However they failed to extend the wisdom to generating a message in Excel to this effect when it encounters a blocked file. In the file explorer right click on the offending file and go to "properties". Check the "unblock" box and then OK.
